Enriching Arts and Culture in Hornsby
> THE CONTEXT

Hornsby Shire, located in the northern suburbs of Sydney, is experiencing urban growth and economic development, with its population reaching 151,713 in 2022. The Shire’s diversity is enriched by a growing multicultural community, highlighting the need for strategic planning to address evolving community needs, including cultural activities and facilities, local food production, and vibrant public spaces. Hornsby Shire Council’s endeavour to create a new cultural plan is a pivotal Key Initiative in their 2022/23 Delivery Program, providing a comprehensive framework to support and deliver arts and culture within the Shire.

> THE BRIEF

Council has engaged Positive Solutions to lead the development of a new Arts and Cultural Plan. The primary objectives are to increase community participation in the arts, revitalise public spaces, and foster closer ties with the local arts and cultural community. This project encompasses a thorough review of the 2008 Arts and Cultural Plan, the formulation of a comprehensive strategy, community survey and consultation, alignment with the Council’s strategic documents, and the presentation of the final plan at a Council meeting.

> OUR APPROACH

Positive Solutions has conducted interviews seeking input from Council Officers and Councillors, facilitated community ‘drop-in’ workshops, reviewed policy documentation, conducted a widereaching community and arts industry survey and drafted an integrated report outlining consultation results and analysis. In late 2023 and early 2024 the Plan will be drafted, issued for public comment, and then presented to Council for adoption.

> THE RESULT

The project is ongoing, and we are excited to be part of this journey supporting Hornsby Shire Council in fostering the arts and culture within their community
